Arrest In 1984 FL Cold Case; Victim Had Ties to Maine

Jacksonville, FL - An arrest has been made in a 1984 Florida murder case with connections to Maine.

The Jacksonville Sheriff's Department says 60-year old James Leon Jackson has been arrested for the murder and sexual assault of 10-year old Tammy Welch 28 years ago.

Welch's father is from Mattawamkeag and moved to Florida with the U.S. Navy.

He now lives in Virginia, but some of Welch's family still lives in Maine.

Officials say the case was solved using DNA testing with a grant from the Department of Justice.

good it's about time hang him, i pray now the family can put it to rest. also pray that justice for Joyce, Joyce Mclain case also will be solved in east Millinocket Me. so her mother Pam and sister and family and close friends and all the people that want to see justice for Joyce. we all pray that he also will be caught.
