They are cities that are a world apart, but still connected.
Kotlas, Russia has been a sister city to Waterville for the past twenty years.
This week Kotlas Mayor Sergei Melentyev and about a dozen other people from Kotlas arrived in the Elm City Friday for a week-long stay.
During their time here they'll be doing some sightseeing including taking a trip to Acadia.
Today the Russian Mayor took time to honor one of Waterville's veteran's in a special ceremony.
93 year old Fredrick Berard served in the army during World War Two.

Homes falling down,people using canvas tarps as roof tops. 'One room Houses' which are really Shacks built out of 5 planks of wood,dirt floors, and windows carved by a saw. Teenagers with their teeth all rotting out. 20 year olds that had their teeth completely removed . Unwed teenage mothers at 14,15,16,17 years old, often with 2 ,3,4 more babies by 21. Rampant drug use and problems among the yound and old. Unemployment well over 50%.
